What is Ping Viewer?

What does this tool do?

IPv4 Example: ping -4 pong.surefiber.net
IPv6 Example: ping6 pong.surefiber.net
When would I use it?
- Assist in diagnosing return path ICMP ACL issues
- Verify there is no ICMP path fragmentation
